Delivering a sustainable, scalable, Digital Learning solution in the UK Private Healthcare Sector

Private Healthcare Information Network (PHIN)
 – Case study

PHIN is a government-mandated, industry-certified, independent organisation which publishes information about the safety, quality and costs of private healthcare, across the UK’s public and private Healthcare sector. Each month, they help over 40,000 people make more educated decisions about their day-case / inpatient procedures.

The Challenge

PHIN serves a broad audience across the UK healthcare ecosystem, including hospitals, consultants, surgeons, anaesthetists, GPs and their patients. In late 2024, the organisation identified the need for a national digital learning solution to help users access and operate PHIN’s information systems while supporting compliance with the Private Healthcare Market Investigation Order.

The solution also needed to reduce PHIN’s administrative burden while maintaining high standards of security and data protection. Crucially, the platform had to be scalable, sustainable and credible—reflecting PHIN’s role as a trusted authority within UK healthcare.

The Requirements

The defined priorities for a  Learning Academy included role-specific learning pathways tailored to healthcare professions, the ability to create, manage and update learning content independently, along with evaluation, knowledge assessment and certification. User self-registration and intuitive navigation were also key, along with strong data privacy and security protections.

The Solution

PHIN partnered with Disrupt Learning & Education to design and support the digital solution which launched in Spring 2025.

The platform provides structured, interactive learning that helps healthcare professionals understand how PHIN supports compliance with the Order, the role of the Competition and Markets Authority, and their individual and organisational responsibilities when submitting and validating healthcare data.

Separate learning pathways guide hospital users, consultants and medical teams through the processes involved in uploading, validating and approving data within the PHIN portal. This structured approach reduces complexity, strengthens compliance and builds user confidence.

 

The Academy also recognises achievement through digital badges and certificates that can support CPD, professional appraisals and career progression.

All this critically then contributes to a seamless, consistent and accurate public user experience.
